Paraguay Residency: Step-by-Step Process
1️⃣ Temporary Residency & Cedula
Every applicant must travel to Asunción, Paraguay for in-person processing.
You should allocate at least 5 working days for initial processing. While it may take as little as 2-3 days, we recommend planning for a full week to avoid delays.
Once your Temporary Residency is approved, you can apply for a Paraguayan ID (Cédula). This requires another 3 working days in Paraguay and takes about one month to be issued.
With a Cédula, you can:

2️⃣ Becoming a Paraguay Tax Resident
Once your Cédula is issued, we can apply for your RUC (Tax ID). This will allow you to establish a fiscal presence in Paraguay, and a certificate of fiscal residence can also be obtained if needed.
3️⃣ Moving from Temporary to Permanent Residency
Foreigners must first acquire Temporary Residency, which is valid for 2 years.
After two years, you can apply for Permanent Residency.
4️⃣ Citizenship & Passport Eligibility
After 3 years of holding Permanent Residency, you can apply for Paraguayan citizenship and a Paraguayan passport.
The Paraguayan passport offers visa-free travel to over 140 countries, including Europe’s Schengen Zone.
Types of Paraguay Visas
Currently, all applicants receive a Temporary Residency Visa, which leads to a Cédula (National ID) and, later, Permanent Residency.
Paraguayan residency is the first step toward obtaining a Paraguayan passport, should you wish to apply after meeting the 3-year residency requirement.
